Most how to start a blog guides just deal with the technical side (installing wordpress) and you should start with some more pre-work, so to say.
Look for a niche. The best paying niches last year were: finance, health, gaming, fashion, travel, medical etc. Of course there are chances to make it big in another niche or sub-niche, but these are tried and tested niches.
Look for something you love to write about. I love PF, I also own a blog on Orthodontics, travel, cooking etc. It needs to be a niche you are passionate about and know some stuff, so that you can publish at least weekly.
HOW WILL YOU MONETIZE
Please don't say you'll just build it and they'll come since it's gonna mean working in vain for 5-6 years at least. My record is 10 years spend on a pretty big webmaster forum that never properly monetized.
So, how will you earn income?
Google adsense is getting worse by the day, so don't dream of becoming rich with their ads. I've managed enough sites for my clients who had HUGE traffic and earned maybe 3-4 hundred bucks/month, what I can earn with a fraction of that traffic, but with sponsored posts.
What gets you good money? Sponsored posts, affiliate income (Bluehost is one of the best paying affiliate, hence the plethora of how to guides pushing their link - on another hand they're also a very good cpanel hosting company, so you don't go wrong using them anyway), your own books/courses/products

Then start a newsletter list and start getting subscribers. Create something that's called a lead magnet (something they can download to give your their email address in return).
This can be a printable checklist (I have a 66 points marketing checklist to look at with your medical website on my medical marketing portfolio), a cheat-sheet, a small free course (I have a free 10 day course in marketing on my Romanian portfolio website) etc.
There are a lot of things you can offer, don't make anything huge, a 2-3 page guide is enough.
I use MailChimp to deliver the newsletters, there are other options as well: aweber, convertkit etc.
START ADDING CONTENT
Create 3-4 articles and start promoting. Look for similar blogs and comment. Start a relationship with them.
ASK TO GUEST POST
As soon as you have some pals in your niche, start asking to guest post for them. Start with the smallest in your industry and work your way up.
Create the BEST content you can, properly format the articles, look for their feedback and requirements.
Continue to create content/promote.
You can get some of these ideas in my guide, but I need to do some more writing there as well
