I used to volunteer for the Red Cross and can assure you the money is carefully managed and put to good use in action for those who are suffering. A tiny fraction is for operations (due to many volunteers running the place). Give early and often.

The Red Cross uses a system called voucher to ensure the money is used for these kinds of things so it can be abused. Donate now when the need is greatest.
